Where should you locate a pharmaceutical manufacturing plant in Nigeria?

The right site is the one that solves power, water and effluent before you arrive, not the one offered on the most generous terms. In Nigerian pharmaceutical manufacturing, siting is not a real estate decision made after the plant is designed, it’s the decision that determines whether the plant is economic to operate at all. Below is the eight criterion framework we use to assess a site, and why the gas-rich industrial corridor of the South South scores well against it.

The siting mistake that stalls projects
Most Nigerian industrial siting decisions are made politically rather than commercially. A parcel of land is allocated, a state announces a park, and the technical question - can this specific site deliver uninterrupted clean power, pharmaceutical-grade water, compliant effluent discharge and port logistics at an economic cost? - is deferred until the feasibility study.
That deferral is why so many announced parks never progress past feasibility. The study eventually asks the question the site selection should have answered first, and the numbers do not close. By then the political commitment is public and the project quietly stalls rather than relocating.
The discipline is straightforward and rarely applied: choose the site against the technical criteria, then negotiate the terms - not the reverse.
A free parcel in the wrong place is the most expensive land in Nigeria.
The eight criteria that decide a pharmaceutical site
1. Power - quality and continuity, not just availability
GMP manufacturing needs uninterrupted, stable, clean power. Interruption is not merely lost output; in pharmaceutical production a power event can compromise a batch, invalidate environmental monitoring and trigger a deviation investigation. The question is never “is there grid supply?” but “what is the realistic availability, what is the cost per kWh delivered, and what is the backup architecture?”
2. Gas supply security
Where reliable industrial power comes from gas fired independent power plants, your power risk is gas supply risk. Proximity to gas infrastructure is an advantage but supply security, not just proximity, is what to underwrite. See the honest caveat below.
3. Water - volume and quality
Pharmaceutical manufacturing needs large volumes of water that can be treated to purified water and Water for Injection standard. Source availability, baseline quality and treatment cost vary enormously by site, and treatment capex is a direct function of how poor the raw source is.
4. Effluent discharge feasibility
Particularly decisive for API synthesis. The site must permit compliant treatment and discharge to environmental standard. Sites that cannot support this are disqualified regardless of every other advantage - and this is the criterion most often discovered too late.
5. Logistics - ports, roads, inputs
Distance and reliable road access to seaports govern both imported input costs and export viability. For a project whose economics depend on regional or international sales, this isn’t a convenience factor; it’s a margin factor.
6. Technical labour and academic proximity
Because Nigeria’s pool of API process chemistry, GMP qualification and validation expertise is thin, proximity to universities and technical institutions matters more here than in most industries - both for recruitment and for the knowledge transfer partnerships this sector depends on.
7. Land tenure, title security and expansion room
A site with clean, verifiable title and a clear path to a registrable long term lease or ownership structure is a different risk proposition from one carrying disputed or informally held land. Title disputes surface at the worst possible moment - after capital is committed - and a DFI will underwrite title risk as carefully as it underwrites the engineering. Room to expand on the same site also matters: a facility that succeeds will want to add capacity, and relocating a second phase because the original plot was too small is an avoidable cost.
8. State-level incentives and institutional speed
Free zone status, tax and customs treatment matter but so does how quickly a state actually processes approvals, permits and land documentation. A generous incentive regime administered slowly is worth less than a modest one administered fast. Assess the institution, not just the offer.
How to use this: score candidate sites against all eight before negotiating on any of them. A site that fails criterion 4 or scores badly on 1 and 2 should be eliminated no matter how attractive criterion 8 looks.
Why the South-South gas corridor scores well
Edo State performs strongly against several of the criteria above, on public evidence rather than assertion.
Power and gas - the state is an established gas-to-power hub. Azura-Edo alone has been reported to contribute around 10% of electricity supply to the national grid, with roughly six multinationals generating power from natural gas in the state (Edo State Government). The Ossiomo independent power plant at Ologbo supplies industrial users, and the state has more recently launched a 100MW power plant alongside an LNG facility explicitly aimed at industrial growth (Federal Ministry of Information).
Logistics - industrial development around Benin City benefits from road connections to the seaports at Sapele and Warri (Pulse), and Benin sits on the principal road route between Nigeria’s northern, western, eastern and southern regions (Edo State Investment Promotion Office).
Technical labour - the University of Benin and the state’s technical colleges provide a graduate pipeline, with on-site innovation centres supporting research partnerships (Pulse) directly relevant to the knowledge transfer dependency that defines this sector.
Incentives and institutions - Edo operates a free trade area with tax and customs incentives (Pulse) and has established an ease of doing business committee and investment promotion office to compress approval timelines (Vanguard).
The honest caveat - gas supply security
No site in Nigeria is without risk, and it would be dishonest to present one. Gas-fired industrial power carries gas supply risk. When the Ossiomo plant was shut down for five days, the disruption was reported to have cost the country over $1.9 million, with sabotage, theft and vandalism cited among the sector’s challenges (Edo State Government).
For a pharmaceutical facility, that is a material risk requiring explicit mitigation: redundant generation, contracted supply security, on-site fuel reserve and a power architecture designed so that no single supply failure can compromise a batch. A siting analysis that does not model this has not been done properly.
We publish this because any competent analyst will find it, and a project that hides its site risks is a project you should not fund.
What this means for your feasibility study
Criteria 1 through 4 - power, gas, water and effluent - are the ones that most often break a Nigerian pharmaceutical business case, and they are also the ones a single manufacturer must solve alone and pay for alone.
